WhatsApp Channels vs Broadcast Lists vs Business API: What Each Cannot Do

TikJoy Editorial TeamOctober 29, 20266 min read

Channels, broadcast lists and the Business API are three different WhatsApp tools that all get called "WhatsApp marketing", and the quickest way to tell them apart is what each one cannot do. Channels cannot receive a reply from a follower. Broadcast lists cannot reach anyone who has not saved your number. The Business API cannot send a marketing message to someone who has not opted in, and outside the reply window it cannot send one without an approved template.

This guide covers what each tool is, the hard limits that matter for a small business, a side-by-side comparison, when the API is the wrong choice, and how to pick. Limits below were re-checked against Meta and WhatsApp documentation in October 2026; Meta changes these features often, so confirm in the app before you plan around a number.

The short answer

Channels are a public, one-way bulletin board. Broadcast lists are a private mass message to people who already know you. The Business API is a programmable messaging system for opted-in customers. They solve different problems, and picking the wrong one is the most common reason a "WhatsApp campaign" produces no results.

Channels Broadcast lists Business API
Direction One-way, to followers You send, replies come as normal chats Two-way, automated and human
Who receives Anyone who follows Only contacts who saved your number Only users who opted in
Replies from the audience No, reactions and polls only Yes, in a private chat Yes
Automation No No Yes
Where it runs WhatsApp app (Updates tab) Phone app only Via a provider or the Cloud API

What you cannot do with Channels

You cannot talk to a follower. WhatsApp's help center states that followers cannot reply to updates or message the admins; they can only react with emoji or vote in polls. A Channel therefore builds an audience but no conversation, and a follower who wants to buy has to leave the Channel to reach you.

You cannot see who your followers are. Following a Channel does not reveal a follower's phone number to the admin or to other followers, except where the admin already has that person saved as a contact. You get a follower count and reaction data, not a contact list you can later message.

You cannot keep it private. Channel updates are public, anyone can screenshot or record them, and Channels are not end-to-end encrypted by default. Do not post anything you would not put on a public page.

You cannot count on reach you did not pay for. Meta announced in June 2025 that Channel admins can offer paid subscriptions, that Channels can be promoted in the directory, and that businesses can run ads in Status in the Updates tab. These are discovery and monetization tools, not a way to message people you already know; availability and pricing vary by market and have been rolling out gradually, so check what your account actually shows.

What you cannot do with broadcast lists

You cannot reach people who have not saved you. WhatsApp's own guidance says a broadcast reaches only the recipients who have your number in their address book. A customer who ordered once and never saved the number receives nothing, and you get no error telling you so.

You cannot put more than 256 contacts in a list. The help center caps each list at 256 contacts; you can create as many lists as you like, but you have to split and maintain them by hand. There is no import, and lists exist only in the phone app, not on WhatsApp Web, Windows or Mac.

You cannot assume that setup stays as it is. In March 2025 WhatsApp said it would introduce monthly limits on broadcasts, with 30 a month cited as an example during testing, and that business broadcasts would become a paid feature with a free allowance during a pilot. We did not find a published final monthly figure, so we do not quote one: check the current limits and any paid broadcast pack in your own Business app. WhatsApp's help center describes business broadcasts as a paid feature available only in some countries.

You cannot automate or segment them. A broadcast list is a manual send. It has no triggers (an order shipped, a cart abandoned), no tags that update by themselves, and no way for a second colleague to work the replies. Frequent broadcasting also carries a real risk: WhatsApp warns that accounts reported repeatedly can be banned. The difference between the free app and the API is covered in the glossary entry on the WhatsApp Business app.

What you cannot do with the Business API

You cannot message anyone without opt-in. Meta's documentation states that you must obtain user opt-in before sending message templates, and that the opt-in must make your business name and intent clear. In Italy, marketing also needs consent that meets GDPR standards; see WhatsApp opt-in and GDPR in Italy.

You cannot send free text outside the reply window. Template messages are the only type you can send to a user outside the customer service window, and templates generally need Meta's approval before use. How templates work and get approved is explained in WhatsApp template messages.

You cannot send for free. Meta bills the API per delivered message, based on the message category and the recipient's country calling code; messages that are not delivered are not charged. Rates change, so read the current rate card rather than a blog post: per-message pricing explained walks through the model. Access also goes through a provider or a direct setup, which is its own decision.

When the API is the wrong choice

If you have fewer than a few hundred customers and one person answering, the API adds cost and setup you do not need. A shop owner who messages 80 regulars about a new collection, all of whom saved the number, can do that with a broadcast list and the free Business app, and answer replies from the same phone.

If you only want to publish, not converse, a Channel is the better fit. A local restaurant posting the weekly menu for anyone who follows does not need templates, opt-in records or a provider.

If you cannot yet collect opt-in, the API will not help: you would have no one legitimate to message. Fix the checkout box or the sign-up form first, then revisit.

The API starts to pay when volume, speed or automation become the bottleneck: several agents on one number, messages triggered by an order, segments that update themselves, or a customer base that has outgrown 256-contact lists. The overview is in WhatsApp Business API for marketing.

How to pick

Start with the job. To publish to strangers, use a Channel. To nudge a small, known group by hand, use a broadcast list. To run messages triggered by customer behavior, answer at scale or route to a team, use the API. Many businesses use two together: a Channel for reach and the API for the conversations that follow. If you are weighing the API and want one platform that handles templates, opt-in and replies, TikJoy's WhatsApp tools are built for that case.

Frequently asked questions

What is the difference between WhatsApp Channels and broadcast lists?

A Channel is a public, one-way feed that anyone can follow; followers can react or vote in polls but cannot reply. A broadcast list is a private send to up to 256 of your contacts, and only people who saved your number receive it. Replies to a broadcast arrive as normal one-to-one chats.

Do WhatsApp broadcast lists still have a 256-contact limit?

WhatsApp's help center caps each broadcast list at 256 contacts, and you can create as many lists as you want. Meta has also announced monthly limits and a paid business broadcast feature in some countries, but we could not verify a final monthly number, so check your own app for current limits.

Can a business message people through WhatsApp Channels?

No. Channels are one-way: followers cannot message the admin, and the admin does not get a contact list of followers. Channels are for publishing to an audience. To start a conversation with a customer you need a chat, a broadcast to a contact who saved you, or the Business API with opt-in.

Do I need the Business API to send WhatsApp marketing messages?

Not always. A small business with a short list of known customers who saved its number can use broadcast lists in the free Business app. The API becomes necessary for automation, multiple agents, large lists, or messages triggered by customer actions, and it requires opt-in and approved templates for outbound marketing.

How does Meta charge for Business API marketing messages?

Meta charges per delivered message, based on the message category and the recipient's country calling code. Messages that are not delivered are not charged. Rates change over time, so use Meta's current rate card instead of a fixed figure.
